 
EMERJ is designed to build a strong and vibrant Reproductive Justice Movement that in the long term is capable of organizing people, money, and iinformation; shifting world view and ideology; shifting policy; and shifting public perception, and public will to advance reproductive justice for all of our communities. To accomplish these goals, EMERJ:
- Advances collective action throughout all our activities by building long-term strategic alliances that result in concrete institutional and social change for grassroots communities.
- Builds a base of grassroots organizations and communities that take action for reproductive justice. In 2009, EMERJ will launch our strategic cohorts to make specific and concrete contributions to the reproductive justice movement.
- Builds the capacity of ally organizations to educate and mobilize their constituencies for reproductive justice. . EMERJ trainings with Illinois Caucus for Adolescent Health, Bay Area Immigrant Rights Coalition, and others are expanding the number of groups integrating a reproductive justice framework to their work.
- Provides leadership that is visionary, forward thinking, and action-oriented and serves as a model for grassroots leadership in national movement building efforts. Through our research and trainings, we are learning and sharing the incredible contributions of grassroots organizations making real change in their communities.
- Expands the reproductive justice analysis by integrating issues and constituencies that represent the complexity of reproductive justice, including race, class, gender, immigration status, ability, sexuality, geographic region, and age.
